Members of the House of Representatives; Party-list representativesPLs occupy 20% of the total number of the members of the HOR including the PLs.1. Natural-born citizen of the Philippines;   2. Justices1 Chief Justice 14 Associate Justices1. Natural-born citizen of the Philippines;   2. At least 40 years of age; and,   3. A judge of a lower court or engaged in the practice of law in the Philippines for 15 years or more  Hold office during good behavior until they reach the age of 70 or become incapacitated to discharge their duties Appointed by the President from among a list of at least 3 nominees prepared by the JBC1. Judicial Power: To settle actual controversies involving rights, which are legally demandable and enforceable and to determine whether or not there has been grave abuse of discretion amounting to lack or excess of jurisdiction on the part of any branch or instrumentality of the government.   2. Rule-making power  1. The Supreme Court is a constitutional body; it may not be abolished nor may its membership or the manner of its meetings be changed by mere legislation   2. The members of the Supreme Court are removable only by impeachment   3. May not be deprived of its minimum original and appellate jurisdiction   4. Members of the judiciary enjoy security of tenure   5. Members of judiciary may not be designated to any agency performing quasi-judicial or administrative functions.   6. When the Supreme Court, as the PET, resolves a presidential or vice-presidential election contest, it performs what is essentially a judicial power   7.The salaries of Justices and judges shall be fixed by law and cannot be decreased during their continuance in office   8.Appellate jurisdiction may not be increased without its advice and concurrence
Judges   RTC Judge: 1. Natural-born citizen of the Philippines;   2. At least 35 years of age; and,   3. Has been engaged for at least 10 years in the practice of law or has held public office in the PH requiring admission to the practice of law as indispensable requirement   MTC/MCTC Judge: 1. Natural-born citizen of the Philippines;   2. At least 30 years of age; and,   3. Has been engaged for at least 10 years in the practice of law or has held public office in the PH requiring admission to the practice of law as indispensable requirement   For lower courts, the President shall issue the appointment within ninety (90) days from the submission by the JBC of such list
OMBUDSMANComposition: 1.Ombudsman/Tanodbayan; 2. Overall Deputy (at least one Deputy each for Luzon, Visayas and Mindanao); and, 3. Deputy for military establishment may be appointed1. Natural-born citizen of the Philippines;   2. At least 40 years of age at the time of appointment;   3. Of recognized probity and independence;   4. Member of the Philippine Bar;   5. Must not have been a candidate for any elective office in the immediately preceding election; and,   6. For the OMB, must have been for 10 years or more, a judge or engaged in the practice of law in the Philippines7 years without reappointment1. Cannot hold any other office or employment during his tenure;   2. Cannot engage (directly or indirectly) in the practice of any profession or in the active management or control of any business which may be affected by the functions of his office;   3. Cannot be financially interested, directly or indirectly, in any contract with or in any franchise or privilege granted by the Government, any of its subdivisions, agencies or instrumentalities, including GOCCs or their subsidiaries;   4. Shall not be qualified to run for any office in the election immediately following their cessation from office; and   5. Shall not be allowed to appear or practice in the Ombudsman for 2 years following their cessation from officeAppointed by the President in a list of at least 3 nominees for each vacancy prepared by the JBC. Said list must be published in a newspaper of general circulation.  Appointments do NOT require confirmation1. Jurisdiction over public officials or employees of the GOCCs with original charters   2. Constitutional Commissions
COMELEC1 Chairman and 6 Commissioners1. Natural-born citizen of the Philippines;   2. At least 35 years of age at the time of appointment;   3. College Degree holder   4. Not a candidate for any election in the immediately preceding the appointments7 years without reappointment1. No member of a Constitutional Commission shall, during his tenure: 2. Be financially interested, directly or indirectly, in any contract with, or in any franchise or privilege granted by the Government, any of its subdivisions, agencies or instrumentalities 3. Engage in the Practice of any profession; 4. Engage in the Active management and control of any business which in any way may be affected by the functions of his office; and 5. Hold any other Office or Employment. 1. enforce and administer all election laws   2. Decide election cases   3. appellate jurisdiction over contests involving barangay officials decided by trial courts of limited jurisdiction   4. appellate decisions shall be final, executory and not appealable   5. decide all questions affecting elections (but not to be voted for)   6. deputize law enforcement agencies and Government instrumentalities to ensure CHOPFE   7. register political organizations   8. file, on its own or upon complaint, petitions for inclusion or exclusion of voters   9. investigate and prosecute cases of violations of election laws including election frauds   10. RTC has authority to try and decide criminal cases involving elections   11. Exclusive power to conduct preliminary investigation for purposes of a) filing information and b) help judge in determining whether warrant of arrest should be issued   12. Prosecution of election offenses is exclusively under Comelec 
COAA Chairman and 2 Commissioners1. Natural-born citizen of the Philippines;   2. At least 35 years of age at the time of appointment;   3. CPAs with at least 10 years auditing experience or members of the Bar with at least 10 years experience in the practice of law; at no time shall all members belong to the same profession; and,   4. Not a candidate for any election in the immediately preceding the appointment 1. examine, audit and settle accounts pertaining to the revenue, receipts of or uses of funds pertaining to the Government of GOCCs with original charters (pre-audit)   2. settle accounts means power to settle liquidated accounts which may be adjusted simply by an arithmetical process   3. Define scope of audit and promulgate accounting and audit rules 
CSCA Chairman and 2 Commissioners1. Natural-born citizen of the Philippines;   2. At least 35 years of age at the time of appointment;   3. With proven capacity for public administration; and,   4. Not a candidate for any election in the immediately preceding the appointments 1. establish a career service 2. adopt measures to promote moral, efficiency, integrity, responsiveness, progressiveness and courtesy in the civil service 3. strengthen the merit and rewards system 4. integrate all human resources development programs 5. institutionalize a management climate conducive to public accountability 6. submit an annual report on its personnel programs
